The full Microsoft 365 Copilot license ($30/user/month, annual) unlocks the complete agentic platform: grounded access to organizational data, compliance enforcement, and the ability to build and deploy custom agents across the tenant. Copilot Studio credits are available pay-as-you-go or via prepaid consumption packs.

Governance is priced separately. Adding Microsoft Agent 365 on top of a Copilot license runs roughly $15/user/month for the registry, identity, observability, and threat protection layer that keeps agents accountable at scale. Microsoft also now bundles all of it: the new Microsoft 365 E7 license, at $99/user/month, combines Microsoft 365 E5, Copilot Premium, and Agent 365 in a single SKU, worth modeling if an E5 upgrade is already on the roadmap alongside Copilot.
